The Bulls also had James McQuilkin sent off shortly before the interval, however Cheltenham failed to break down the ten men.
Yates said: "Maybe I have got to go and get a couple of players in as the squad is not good enough, and I need to freshen things up.
"I apologise to the fans, against 10 men that was not good enough. We huffed and puffed, but we lack the quality with the final ball to open teams up.
"We could have had a couple of penalties, but you don't get that bit of luck when things are not going for you."
